This quarter, we’re spotlighting the Case Studies section of AASHTOWareProject.org (APO), which can be viewed by navigating to Resources > Case Studies. Through these real-world agency profiles, AASHTOWare Project™ users can learn more about diverse implementation journeys. Reviewing these narratives can help your agency discover new efficiencies, avoid common deployment speed bumps, and build a strong business case.

Spotlight: APO Case Studies

Why reinvent the wheel when you can review the blueprints of those who have already paved the way?

The Case Studies on APO are a goldmine of practical wisdom. On this page, we’ve centralized narratives from several state Departments of Transportation (DOTs), focusing on their implementation journeys, operational victories, and tactical strategies.

By diving into these narratives, your agency can:

  • Discover New Efficiencies: See how peer agencies leverage individual modules to streamline workflows.
  • Benefit from Lessons Learned: Avoid common implementation speed bumps by reading honest advice from agency administrators and engineers.
  • Build a Business Case: Utilize hard data and proven metrics from completed rollouts to secure internal buy-in for your own agency’s next modernization phase.

One of the more recent case studies added to this page, highlights the Connecticut Department of Transportation (CTDOT) and their journey from legacy workflows to a fully integrated ecosystem. By implementing the full AASHTOWare Project suite, CTDOT successfully eliminated data silos and reduced in-house IT burdens.

The results were staggering. Phil Melchionne, fiscal administrator, described moving from paper to electronic bidding as going from “a stone chisel and tablet to light speed on the internet.”

Some of the top takeaways from this case study included:

  • Appoint Leads Early: Identify module champions early to align the system with your existing business workflows.
  • Pilot Gradually: Roll out multi-component modules slowly to catch minor system glitches early.
  • Streamline Training: Provide digestible, one-hour sessions and mini help videos rather than exhausting, day-long overloads.
  • Focus on the End User: Put yourself in the shoes of field staff to ensure configurations genuinely make their lives easier.

Unlock the Power of Shared Knowledge

Want to dive deeper into CTDOT’s success? James Kocaba from CTDOT, along with Lanny Campbell from Kansas DOT and Jamey Wilhite from Arkansas DOT, will be leading a webinar on June 11, 2026, to expand on their agencies’ full adoption stories.
