The AASHTOWare Project™ Vendor Management Portal is the new integrated solution designed to modernize state departments of transportation (DOTs) managing their vendor data. Created as a unified, two-part system, the Vendor Management Portal introduces a secure vendor-facing opportunity for submissions and a powerful Vendor Management Portal for agency staff to handle review and approval. This initiative directly supports the 2025–2029 Strategic Initiative to deliver high-value, innovative products and is vital for the web-based AASHTOWare Project software to maintain its competitive edge. Ultimately, the Vendor Management Portal is engineered to eliminate the manual, time-consuming practice of re-keying data from submissions like PDFs, which had made the current vendor management workflow resource-intensive and unsustainable for most agencies.

A Unified Solution for Agencies and Vendors

For agencies, the Vendor Management Portal acts as the platform for vendor-submitted information. Its core features are designed to eliminate non-value-added work, such as manual data entry, and allow staff to focus on critical agency functions. Staff can review, approve, or reject submissions in a simple, organized queue, with approved data flowing directly and automatically into the web-based AASHTOWare Project instance, removing the need for re-keying. This integrated approach is the official solution intended to replace costly, disconnected, and often outdated standalone vendor management systems.

This centralized submission process significantly enhances data integrity by ensuring vendor information is always accurate and up to date, directly provided by the vendors themselves.

Vendors also benefit from a new centralized, secure submission. They can manage everything in one place, from submitting registration and prequalification applications, to updating company data from a single dashboard. A major benefit for vendors is the ability to track the real-time status of their submissions, which eliminates the need for time-consuming follow-up calls and emails to agency staff.

Real-World Foundation and Future Development

The concept for the Vendor Management Portal originated from the successful implementation of the custom Vendor Registration System (VRS) at the Wisconsin Department of Transportation (WisDOT), which was created when the agency replaced its legacy Civil Rights Compliance System. VRS, which is the “single source of truth for vendor data,” has been in production since April 2024. Due to the interest demonstrated by other state DOTs, the AASHTOWare Project Task Force (PTF) approved the development of the more generic Vendor Management Portal product. The Agile development of the Vendor Management Portal is led by Product Owner Kathy Terrio (MT) and involves an Agile Enhancement Team (AET):

This includes consolidating duplicates, obsoleting inactive vendors, correcting typos, and validating essential information like IRS numbers, officers, and addresses.
